The Recycling: Why It’s Time to Rethink

For years, boaters and marinas have been told that recycling shrink wrap is the “responsible” choice. Drop it off, send it away, and feel good knowing it’ll get a new life. But the truth? Plastic recycling isn’t the clean dream it’s sold as — especially when it comes to boat shrink wrap.

Let’s break it down.

  • 92 million lbs of shrinkwrap is used annually in the U.S. for winterization of boats alone.
  • Conventional wrap takes over 500 years to break down, releasing harmful microplastics and chemicals into the environment.

You Boat yard is one of them and a shrink wrap that was discarded, doesn’t just vanish when it’s dropped in a bin. It’s rather contaminated with oil, dirt, tape, vents, etc., making it costly to collect, move, and process. Even when organized recycling programs exist, they come with caveats, logistics, and environmental trade-offs.

Key problems to understand:

  1. Recycling = Microplastic Factory

Shrinkwrap is usually recycled through shredding, melting, and remolding. Each cycle weakens the plastic and produces microplastic dust and fragments. Not all of it can be contained. Tiny particles drift into air, water, and soil - and even reach workers’ lungs. Recycling doesn’t stop microplastics; it often creates them.

2.    Chemicals Additives Don’t Disappear

Shrinkwrap contains stabilizers, flame retardants, and plasticizers. When reheated during recycling, these additives can leach or form new toxic compounds. Downcycled plastic (like lumber or low-grade packaging) still carries them, continuing the cycle of leaching into products, soils, and waterways.

3.    Contamination Is Common

Boat shrinkwrap rarely comes off clean. It collects vents, tape, mildew, and oil. Sorting is costly and imperfect. Once contamination is in, the batch is compromised and often redirected to landfills.

4.    Incineration and open burning are dangerous

Burning plastics - whether in incinerators or open fires - generates toxins like dioxins and furans. These pollutants persist in the environment and are linked to health issues including cancer and autoimmune diseases.

5.    Exporting plastic waste isn’t a fix

Some collected shrink wrap is shipped overseas. But often, it ends up in places without proper disposal systems, where it’s burned or dumped - eventually breaking into microplastics that travel back into oceans and rivers.

6.    The Recycling Illusion

Here’s the hard truth: globally, only about 9% of plastic is truly recycled. Much of what’s collected is sent overseas, burned, or dumped, contributing to the very pollution recycling was meant to prevent.

7.    The Stewardship Programs

Some states, like Minnesota, California, and Oregon, have introduced stewardship programs to address shrink wrap waste. These efforts represent progress - but most don't yet recognize or allow innovative technologies like bioaqualife®. So while boaters, marinas, and installers want better options, they’re usually guided back toward a “recycle only” model.

Another Chemical Recycling Project Abandoned — bioaqualife® Calls for Landfill-Biodegradable Standards

[Narragansett, August 13, 2025]A major European chemical recycling project, once touted as a breakthrough in tackling plastic waste, has been officially abandoned.  The decision underscores a growing reality: large-scale recycling initiatives are failing to deliver on their promises, leaving landfills as the ultimate destination for most plastics.

This is not the first project to collapse, and it certainly won’t be the last,” said Simon Milne, founder of bioaqualife®. “While the world waits for a perfect recycling solution, the plastic waste crisis continues to escalate. We need action now.”

Beyond economic and operational hurdles, mounting research is pointing to potential health risks associated with certain recycling methods, raising further concerns over their long-term viability.

Oxo-Degradable Plastics: A False Solution

You might have heard about oxo-degradable plastics—plastics that claim to "break down faster." But here’s the truth:

Local invention covers harbor boats

bioWrap® can be used to wrap everything from boats, above, to buildings, below. Created by Jamestown resident Simon Milne, the wrap is biodegradable and breaks down completely in landfills.

According to 11th Hour Racing, there are about 6.2 million registered boats in the United States, which generate more than 46,472 tons, or 92 million pounds, of shrink-wrap annually.

That includes 294 tons of shrinkwrap in Rhode Island with only 7 percent of that being recycled.

The harbor department’s two patrol boats in Jamestown, however, do not add to that pollution. Harbormaster Bart Totten was approached in the fall by Simon Milne, a Jamestown man whose company, bioaqualife®, produces bioWrap®. The wrap, which is biodegradable and does not leave behind microplastics when it is buried at the landfill, ultimately won the bid.

“It does everything we need,” said James Heagney, executive director of the department, “and it came at a very good price. … It looks and behaves just like the traditional stretch film.”

“We really like that it’s recyclable. It’s good for the environment,” Totten added. “It seems to be working great so far.”

Milne, who originally is from the United Kingdom, is no stranger to the waterfront as he has sailed from Narragansett Bay to Australia to the Mediterranean. The idea for bioWrap® surfaced from a casual conversation with friends who were sitting around at the beginning of a sailing season discussing how bad the plastic problem was in April, May and June when the plastic comes off the boats after winterization.

“We knew we had a way to tackle the problem,” Milne said. “We just had to develop the plastic itself. We had to have plastic that performed well and stood up to the winters.”

According to Milne, it took five years to develop and test the plastic. The bioWrap®, which is manufactured in the United States and has a distinct mint green color, was launched in July 2023. It is available in the United States, France and the United Arab Emirates with plans to expand to the rest of Europe, Australia, New Zealand, Central America and South America.

Available in thickness ranging from 7 to 7.5 millimeters, Milne said the innovative material is functionally comparable to traditional shrink-wrap films. Although the width ranges from 18 to 40 feet, the rolls maintain a consistent weight of 200 pounds.

“This combination of durability, versatility, and consistent weight is enhanced by its biodegradable properties, ensuring marine professionals don’t just protect their assets but also contribute to a greener future,” the company boasts.

According to Milne, bioWrap® uses “organic enzymes to attract naturally occurring anaerobic bacteria in the landfill to digest the enzymes and break down the large plastic polymer molecules into smaller organic molecules that the bacteria then recognize as food. They then digest these smaller molecules and continue the process until the plastic is fully biodegraded.”

Milne said the wrap does not break down into microplastics. The company is required by the Federal Trade Commission to corroborate their biodegradable claims. Milne said their latest testing, after 501 days, found 41.7 percent of the product biodegraded.

Luke Hickling, owner of Moriches Island Shrink Wrap, reviewed the product on YouTube.

“This piece of plastic isn’t going to be around for 1,000 years,” he said. “To me, it’s an easy win.” Committed to a cleaner, greener environment for his children, Milne said he was “really proud that the small town of Jamestown is using it.”
